Zulum confirms Fannami as substantive Borno head of service

Borno State Governor, Babagana Umara Zulum, has approved the confirmation of Mallam Fannami as the Substantive Head of Borno State Civil Service with effect from 17th July, 2023.

NTA News reported that in a statement signed by the Secretary to the State Government, Bukar Tijjani , the confirmation was in accordance with the powers conferred on the Governor by the 1999 Constitution as amended

Mallam Fannami was born in Damasak, headquarters of Mobbar Local Government Area of Borno State in January, 1966 and attended University of Maiduguri in 1982 where he studied Common Law and graduated with Bachelor’s degree LL.B in 1987.

 

He was called to Nigerian Bar in 1989 and started his civil service career with the Borno State Ministry of Justice as state counsel in January, 1990 and rose to become the Ministerial Secretary Ministry of Justice in October, 2009.

 

Mallam Fannami was later appointed Permanent Secretary in August, 2010

and served in several ministries and departments of government before his appointment as the acting Head of Service in October, 2022.

 

Mallam Fannami is a member of the prestigious Institute of Policy and Strategic Studies, Kuru.

 

Zulum, had on July 14, approved the appointment of Barkindo Saidu as Director-General of the State Emergency Management Agency.

 

The appointments were contained in a statement issued by Zulum’s Special Adviser on Media and Strategy, Malam Isa Gusau, on Friday in Maiduguri.

 

The governor also appointed Malam Abdulkadir Harun as Executive Secretary, Borno State Arabic and Sangaya Education Board, BOSASEB.

 

Barkindo, 54, hails from Gwoza Local Government Area, while Harun, 59, hails from Ngala.

 

Until his appointment, Barkindo was Executive Secretary/Programme Manager of Borno State agency for the Control of HIV/AIDS & Malaria.

 

Zulum said Barkindo’s appointment was based on excellent credentials and record of public service.

 

The governor congratulated the two appointees and said he looked forward to their continued service with excellence to the people of Borno and humanity.
